- Congressional leaders assemble at the White House for a meeting with
Kennedy. They are shown the photographic evidence of the Soviet missile
instillations. The congressional leaders express support, however many call
for stronger action, namely an air strike.
- Secretary Rusk gives Soviet Ambassador Anatoly Dobrynin a special briefing
on the Cuban Crisis and an advanced copy of President Kennedy's forthcoming
address.
- President Kennedy addresses the nation in a
speech aired live on TV and
radio that announces to presence of offensive missiles in Cuba and that to
respond to the situation, the US will impose a Naval blockade of the island.
- The US military alert is set at DEFCON 3
- US base at Guantanamo Bay is reinforced by Marines
- Castro mobilises all of Cuba's military forces.
