- EX-COMM receives a letter from Khrushchev stating that the Soviets would
remove their missiles if President Kennedy publicly guarantees the US will not
invade Cuba.
- The CIA reports that the construction of the missile sites is continuing
and accelerating. Because of this Kennedy asserts that only an invasion or
trade for US missiles will break the impasse. He then orders plans to be made
for the establishment of a civilian government in Cuba after an invasion. And
planning for an air strike on Cuba also continues.
- Aleksandr Fomin, know to be the KGB station chief in Washington,
requests a meeting with ABC news correspondent John Scali. Fomin proposes the
dismantling of soviet bases under UN supervision in exchange for a public
pledge from the US not to invade Cuba.
- Kennedy is advised of Acting Secretary General of the UN's proposal of a 2
step plan: a 2-3 day complete standstill on both sides (no ships moving
towards Cuba, no further construction of missile sites and no quarantine).
Then a series of negotiations regarding the dismantling and removal of
missiles from Cuba and Turkey and Italy. As well as a guarantee of the
territorial integrity of Cuba.
